May is the month with a date in it. The parking permit that governs the summer beach — the $50 weekly Beach Parking Permit (May-Sept) a visiting driver displays on the four-wheel-drive sand — takes force on the second Saturday of May, and the weeks on either side of that single Saturday are two genuinely different experiences of the same herd: before it, the quiet shoulder; after it, the opening of the season. For a wild horse trip, both halves of the month are among the best cards in the deck.

Get the date straight first, because it decides your paperwork. From the second Saturday of May through the last Saturday of September, a vehicle parking on the sand must carry the weekly permit — fifty dollars for a visiting non-resident, three hundred issued each week. Show up the first weekend of May and none is owed; show up the third and it is. The tour side of the ledger never changes: licensed operators hold their own exemption — Permit does not apply to actively engaged outdoor tour operators — while actively conducting tours, so your ticket carries no permit question in either half of the month.

What May gives you that July cannot is room. The driving lane north of the ramp is the same width year-round, but the trucks on it have not yet reached their summer density — which makes the slow pass past the herd a matter of patience rather than traffic, and makes the fifteen-mile-an-hour half of 35 mph beach limit, 15 mph within 300 feet of a person a courtesy you actually get to extend rather than a bumper-to-bumper formality. The sand is warm rather than baking; the air still wants a layer in the evenings.

The tour calendar in May is the friendliest it will be all year. The county's operating frame — No tours west of the dune line before 8 a.m. or after 8 p.m. — is fixed in every month, but May's departures have seats and edges available: the morning slots a photographer wants, the sunset-side runs that vanish by mid-June. Booking inside a month you can still see the edges of is the difference between choosing your hour and being assigned one.

Two honest caveats. May weather is changeable — a spring front can move a trip, and an operator who reschedules rather than runs a bad day is doing you a favor, not a disservice. And the herd honors no calendar: the horses are on the sanctuary year-round — Sanctuary = Dare County line to Virginia state line is the county's standing description of the ground — so May's advantage is never the animals. It is everything around them.

Aim for the weeks around the second Saturday, book the edge of the day you actually want, and carry a layer for the ride back. May hands you the season's herd with none of the season's crowd.
